The stablecoin market has seen a seismic shift in recent years, reflecting a broader evolution in how individuals and businesses approach digital finance. According to Dary McGovern, chief operating officer at Xapo Bank, this transformation has been particularly evident within their global member base.
McGovern shares his insights on the growth, adoption, and future of these digital assets.
“Over the past two years, we’ve observed a dynamic shift within the stablecoin market, especially with our members,” McGovern notes.
Xapo Bank began offering access to stablecoins in October 2022, and since then, many of its members have opted for stablecoins over traditional fiat payment networks.
This rapid adoption stems from significant inefficiencies in traditional payment systems. “This remarkable growth has been driven by the challenges members face with traditional payment systems, including limited accessibility, high transaction costs, and excessive delays. These issues have proven particularly relevant to our globally diverse membership base,” McGovern explains.

“Operating under a banking license subjects us to rigorous regulatory oversight,” McGovern explains. “We adhere strictly to Basel capital requirements, KYC, AML, Counter-Terrorist Financing (CTF), Consumer Duty, and Operational Resiliency regulations.”
In addition to compliance, Xapo Bank has invested heavily in advanced technological infrastructure to ensure secure digital asset services. The bank employs modern solutions such as Multi-Party Computation (MPC) to protect Bitcoin wallet keys and heavily guarded crypto vaults for added security.
This double emphasis on regulatory adherence and technological innovation is pivotal for integrating stablecoins into mainstream banking, ensuring both trust and usability for customers.

“The EU’s Markets in Crypto-Assets (MiCA) will dramatically reshape the global stablecoin market by imposing stringent compliance requirements on issuers,” McGovern predicts. While these regulations aim to protect consumers and enhance monetary control, they may also reduce competition and stifle revolution.
A notable example is Tether’s recent withdrawal of its euro-backed EURT stablecoin from Europe and the delisting of USDT from some exchanges for European customers. McGovern sees these developments as indicators of a broader trend: a bifurcated market where compliant providers thrive in permissive regions, and central bank digital currencies (CBDCs) dominate in heavily regulated economies.
“This shift could reduce stablecoins’ global interoperability, forcing users and businesses to navigate a more fragmented digital currency ecosystem,” McGovern warns.
The future landscape will depend on how well private issuers align with regulatory demands while maintaining a global presence.
Addressing Barriers to Adoption
Despite their growing popularity, stablecoins face several barriers to widespread adoption. Chief among them is regulatory uncertainty, particularly in the United States.
“It’s tough for institutions to fully integrate stablecoins into their operations when the rules of the game aren’t clearly defined,” McGovern says. This uncertainty has slowed adoption and left market participants closely watching for potential policy shifts.
Public perception also plays a critical role. “Many are still unfamiliar with stablecoins and how they work. Sometimes, it’s only the negatives that are portrayed, breeding distrust and hindering adoption,” McGovern expresses.
To overcome these challenges, a combination of regulatory clarity and public education is essential. Clear, accessible educational resources can help build trust and understanding of stablecoins, while well-defined regulations can provide the certainty needed for broader institutional adoption.
